The results of Eurobarometer 2007 show that in principle we, the citizens, support the fight against poverty, which is oriented mainly on Africa, but we are not aware of the fact that all Member States of EU have taken over certain obligations as donors of ODA within the European development policy. As a consequence we are not well acquainted with the effects of the European development policy and we are not aware of the obligations that each Member State has towards the developing countries within EU. Supplementary studies for new Member States even showed that the citizens rather delegate the responsibility for allocation of resources ODA to the European Commission than to the national government.
The information indicates a lack of transparency and effectiveness of international development cooperation policies in EU, as well as a lack of general knowledge and awareness of citizens about the European Union as the biggest donor of the official development aid in the world.
