The EMI must not ignore the reality of countries within the European landscape which have Islam as the official religion: Bosnia-Herzegovina, Albania and possibly, in the future, Kosovo. The first premise with respect of these countries is that they should be included in future enlargements. However, a further consideration cannot be avoided. Namely, if individual freedom is not guaranteed in these countries, they should never form part of the EU. It goes without saying that an oppressive and fundamentalist interpretation of Islam, based on a literalist interpretation of the Koran and with fatwas as their stock-in-trade has no role to play in the EU.
